Bill Weller was the wife of Linda Weller and the father of Sarah and Kurt Weller. He killed Taylor Shaw despite pretending to be innocent.
At some point, Linda tried to leave him, taking Sarah and Kurt to a women's shelter. But Kurt, unaware of the reason why they had left, called his dad from the shelter. Bill told Linda that he would kill her and the children if she ever tried to take them away from him again. She ended up leaving without the children.
Killing Taylor Shaw[]
About 25 years before the show's events, Bill accidentally killed Taylor and buried her body in an area of the woods under a fort where she used to play.
He was the main suspect to Taylor's disappearance and murder. But there was not enough evidence and Taylor's body wasn't found.
However, Bill was shunned by the town and his children as many believed he was indeed guilty. His son, Kurt, particularly held the most animosity and hatred towards him, which persisted into adulthood.
Death[]
Kurt's animosity towards Bill was in fact warranted, as just before dying of lung cancer, Bill confessed that he did indeed kill Taylor Shaw, even after meeting and hearing about Jane Doe herself.

Trivia[]
- In Head Games, Kurt talks with a hallucination of Bill. The hallucination tells him that he tried to avoid Taylor, perhaps because he was tempted to sexually assault her. Whether Bill actually assaulted Taylor is not specified, but Kurt seems to believe it was likely.
